The proposed plan envisions that contributors will add to the project as individuals or as self directed work teams. The plan assumes the availablility of collaboration software that will allow teams to work together on a part of the project, all over the internet, with no requirement that they get together in person, or live and work even in the same part of the world.

The initial plan is to give everyone who contributes credit for their contributions, while keeping the idea of an "open system", where the intellectual property is not owned by any individual, but is available for anyone seeking to use it, enhance it, or further improve it.
